Discussion focused mostly on the lack of definition of mixed-use. Perception expressed that from both the PC Open House last year and two public hearings was that no one objects to mixed-use, but what is it? Points raised:

  • while mixed-use is acceptable, it’s not activity defined
  • purpose of mixed-use is to soften the context for the surrounding area
  • South Main buildings more downtown look than Congdon side (more residential look)
  • Casey Blair said many neighbors accept the plan
  • Ann Valle said southern neighbors wanted more of a residential feel

  • Do we want to go by look or use? e.g, choose from this menu of uses...(Referred to Holmes House potentially, becoming a museum and Frank’s House potentially becoming a law office)
  • Rene Papo suggested “contract zoning” as being more viable than a PUD as contract zoning stays and is essentially a deed restriction
  • Rene wants this resolved soon because loans that are out there now might not be available later and wants to start the brownfield plan and tear the buildings down this summer
  • Rene said much more contaminant testing has to be done to determine the amount of soil taken away. Rene mentioned that he could provide a conceptual plan for development of the property, but that due to the contamination he may have to change his plans after the demolition of the structure and conducting additional soil borings on the site.
  • Rene said he could withdraw the current submittal, but didn’t formally do so
  • Jim Drollet said if you say residential must be a part of mixed-use, then you are mandating residential
  • Chris Rode said second storey could be an option
  • Reference by someone that Rene go back to FSW about second storey residential possibility
  • Rick Haugen said what is needed is guidance of planning consultant for the parameters of mixed-use; available zoning districts; address traffic in the area; and address the historic issues

Tuesday, 15th, regular meeting of PC, with Planning Consultant, Carl Schmult present.

revisit how PUD compares to other zoning districts

create a zoning district that reflects the goals of the DRAFT Master Plan

get to the ordinance language
